FAQ — Crane Inspection, Heavy Lift & Valuation Questions | Maysar Services

Question 1

What is a Lift Plan and when is it required?

Accepted Answer

A Lift Plan is a documented engineering assessment that outlines the methodology, equipment, rigging configuration, and safety measures for a specific lifting operation. It is required for all critical lifts — typically those involving loads above 75% of crane capacity, tandem lifts, lifts near power lines or structures, and lifts in confined spaces. Many EPC contracts and safety standards mandate lift plans for all non-routine lifts.

Question 2

What is Ground Bearing Pressure (GBP) analysis?

Accepted Answer

Ground Bearing Pressure analysis calculates the load transferred to the ground through crane outriggers or tracks during a lift. It ensures the ground can safely support the crane without settlement or failure. GBP analysis is critical for lifts on soft ground, near excavations, on elevated structures, or in areas with underground utilities.

Question 3

What is a Method Statement for heavy lifts?

Accepted Answer

A Method Statement is a detailed document describing the step-by-step procedure for executing a lifting operation safely. It includes crane positioning, rigging arrangement, lift sequence, personnel roles, communication protocols, and emergency procedures. It is typically required by clients, EPC contractors, and safety regulators before commencing a critical lift.

Question 4

Do you provide on-site support during critical lifts?

Accepted Answer

Yes. We provide site engineering support and heavy lift execution advisory, including pre-lift checks, rigging verification, and real-time technical guidance during the lift. Our engineers ensure the lift is executed in accordance with the approved lift plan and method statement.

Question 5

What is Form 11 certification under the Factories Act?

Accepted Answer

Form 11 is a certificate of fitness for lifting machines (cranes, hoists, lifting beams, etc.) under Sections 28 & 29 of the Factories Act, 1948. It must be issued by a Government-Approved Competent Person after a thorough inspection and load test. It is mandatory for all factories operating lifting equipment and must be renewed periodically.

Question 6

What is Form 13 certification?

Accepted Answer

Form 13 is a certificate of fitness for pressure vessels and plants under Section 31 of the Factories Act, 1948. It is required for boilers, pressure vessels, air receivers, and similar equipment in factories. Like Form 11, it must be issued by a Government-Approved Competent Person after inspection.

Question 7

What is a Chartered Engineer Certification and where is it accepted?

Accepted Answer

A Chartered Engineer Certification is an official technical opinion or valuation report issued by a Chartered Engineer (India). It is accepted by Customs (for import/export of machinery), DGFT, banks and NBFCs (for loan security), insurance companies, courts and tribunals, tender authorities, and government departments.

Question 8

How often should lifting equipment be inspected?

Accepted Answer

Under the Factories Act, lifting equipment must be inspected at least once every 12 months by a Government-Approved Competent Person. However, equipment used in harsh conditions, high-frequency operations, or after any incident should be inspected more frequently. We recommend a pre-use inspection checklist for daily operations.

Question 9

What is a TEV Study and who requires it?

Accepted Answer

A Techno-Economic Viability (TEV) Study is an independent assessment of a project's technical feasibility and economic viability. It is primarily required by banks and financial institutions before sanctioning project finance loans. The study evaluates technology, plant & machinery, production capacity, market assumptions, financial projections, and risk factors.

Question 10

What is a Lender's Independent Engineer (LIE) service?

Accepted Answer

A Lender's Independent Engineer (LIE) is appointed by a lender (bank or NBFC) to monitor a project under construction or operation on their behalf. The LIE reviews progress, certifies drawdown requests, monitors quality and safety, and reports any deviations or risks to the lender. This protects the lender's financial interest throughout the project lifecycle.

Question 11

What credentials does Maysar Services hold for Plant & Machinery Valuation?

Accepted Answer

Question 12

What is Technical Due Diligence?

Accepted Answer

It covers equipment condition, maintenance history, remaining useful life, compliance status, and capital expenditure requirements.
